Karlos DelToro has over 30 years of state and Federal public service experience in human resources (HR), equal employment opportunity, management, and administration. Currently, he is a Human Resources Specialist with the Recruitment Policy and Outreach team at the U.S. Office of Personnel Management in Washington, DC., providing recruitment, outreach, and employment guidance to Federal agencies, students, academic institutions, and the public. Prior to joining OPM, Karlos served the residents of Pennsylvania in various HR and administrative capacities in state government, including project work with the Governor’s Office of Administration, and as Special Assistant to the Pennsylvania Secretary of State. Karlos earned a Bachelor of Science in Economics with a concentration in Management and Administration from the City College of New York (CUNY), and completed a Health Professions Program at Harvard University. He is also an experienced event planner, having earned a certificate in Event Management from George Washington University. Karlos is a professional life coach with a certificate in Strategic Intervention from Robbins-Madanes Training, including preparation in Marriage Education and Divorce Prevention. He is a member of the Federal Coaching Network, having completed his coach training with the ICF-accredited Federal Internal Coach Training Program in 2020. Karlos is an ordained minister and the Executive Director of Teaching Hope Ministries. He is a Grief Recovery Method Specialist, ™ certified by the Grief Recovery Institute, ® and has trained with the American Foundation for Suicide Prevention, as well as the American Association of Christian Counselors.
